Biography
Michael Hojnicki has been the Chief of Technology and Administrative Services for New Castle County since January 2017 and has served a dual role as Acting Public Safety Director for 19 months. Also, he has been a Wilmington University adjunct faculty member for over 20 years, teaching various information technology courses.
Mr. Hojnicki retired from the State of Delaware after 25 years of service in Information Technology, where he held progressively higher-level positions. He served as the Chief of Policy and Communications for Delaware’s Department of Information and Technology, where he was the Chief Policy Advisor to the State Chief Information Officer. He facilitated “eGovernment” technology initiatives that reached across all state agencies.
In his current role, Mr. Hojnicki leads innovation efforts that leverage technology to improve overall efficiencies. He and his team support all the technology, cybersecurity, and data protection for the entirety of NCC government operations, including finance, human resources, and the Department of Public Safety (Police, Paramedic, 911 Emergency Communications, and Emergency Management). Additionally, Mr. Hojnicki is responsible for technology audits and compliance management countywide.
In addition to technology, Mr. Hojnicki is responsible for managing and oversight of procurement for the County and was a co-executive sponsor for the financial ERP implementation. The strategic goal of the procurement team is to increase supplier diversity and leverage new technology to improve efficiency in support of county operations.
